C-E Solutions was engaged by Defence's Rapid Prototyping, Development and Evaluation (RPDE) Program in February 2008 to provide systems engineering expertise for the program's Airspace Battle Management - Tactical Data Mining Task.

The RPDE Model

The Airspace Battle Management – Tactical Data Mining (ABM-TDM) Task is currently in the Options Development Phase and the RPDE Program sought to engage a Systems Engineer from its pool of program participants to examine the potential of technological solutions such as data mining and machine intelligence in improving air track classification and identification capability at RAAF Williamtown Eastern Region Operations Centre (EASTROC). Solutions developed there are expected to be migratable across other Surveillance Response Group (SRG) Units. (See www.rpde.org.au for more information on the RPDE Program).

The ABM-TDM Task is expected to:

  1. improve confidence in air track classification;

  3. increase Surveillance Response Group’s ability to provide the ADF with a more complete Recognised Air Picture (RAP), and
  4. improve SRG’s capability to conduct Air Battle Management (ABM) operations

 

C-E Solutions' secondee, Brad Sparkes will take on the following role as the Task's systems engineer:

  • Work to the Team Leader to provide 3 key deliverables at SG3. These deliverables are: a capability gap report, a costed options report and a solutions development plan.

  • Develop technological options designed to improve the classification and identification accuracy of the Recognised Air Picture. This will involve analysis and review of the current methodology including elements such as technology, tools, data flows and repositories, and system interfaces impacting the development of a data mining capability.

  • With the Task Manger and Team Leader, liaise with end-users and stakeholders to elicit and articulate information required to develop functional requirements and communicate these to Industry during workshops and interviews.

  • Provide the Team Leader with an assessment of risk involved in successfully implementing solutions for this task.

  • Work to the Team Leader to develop and document a plan for the assessment of the endorsed options. This will involve the identification and costing of the equipment required to prototype endorsed options.

  • If required, the systems engineer will work with DSTO or assist industry engagement to develop prototypes and conduct testing to verify that prototypes meet Stakeholder requirements. A demonstration to Stakeholders will also be required.

  • If required, in conjunction with the task team, develop an implementation plan to transition the demonstrated capability into service.

C-E Solutions is delighted to be selected over other offers in order to provide Brad Sparkes, a systems engineer who has taken Leave Without Pay from the RAAF in order to try his hand at RPDE. C-E Solutions is pleased that this engagement further confirms its place within the Surveillance and Control technology domain and looks forward to the outcome of the task.
