Mario
Grima, Director of Projects of C-E Solutions, outlined that “the
System consists of a number of high-performance sensors mounted on
towers around an air weapons range. Each sensor node comprises a
series of high resolution video cameras, wireless communications
links, and because of their remote locations, remote power units that
are charged by a bank of solar panels at each site. We were
contracted to score a number of targets within the range. The cameras
are set up so that when an aircraft bombs a target, we capture the
image and, via triangulation, software is able to calculate where the
bomb hits. The Range Safety Officer can then radio immediately
to the training pilot the accuracy of the hit relative to the
target”.
“Some
design challenges encountered include the fact that some sensors need
to see up to about 6.5 km away, in order to remain unharmed by bombs.
This also translates into towers that must be constructed with no
tolerance for movement. Our engineering efforts have resulted in the
ability to score to within an accuracy of 1m, despite the distances
involved. We've managed the complexity of the problem to deliver an
otherwise simple-to-use solution. Other considerations include that
our design will allow Defence to upgrade dated scoring systems at
other ranges whilst retaining legacy infrastructure and hence
minimise the cost to the taxpayer. ”
The
team experienced many challenges during the installation, including
roads cut by flash flooding, and lending assistance to recovering
other site participant's vehicles that were claimed by the often
treacherous conditions, brought on by heavy downfalls.Mr Grima
commented that “performing remote installation and maintenance work
is a key differentiator of C-E Solutions. We've done plenty of remote
work before, and despite planning to the smallest detail, we always
expect the unexpected. Notwithstanding this, I'm extremely proud that
the team, comprising some new people, rose to the occasion as this
was one of the most challenging deployments I've experienced.”

Prior
to deploying for installation, in November 2008 C-E Solutions showcased
their system to a select group in what General Manager, Boris Novak,
described as “a rare opportunity that not only demonstrated what
kind of systems the company designs but also provided exposure to the
high quality of workmanship available in Port Stephens and the
Hunter. The fact that we've tested our local suppliers and proved we
can produce a quality product means that Defence can enjoy
locally-provided long-term support”. Suppliers that C-E Solutions
invited to participate in manufacturing the system include Port
Stephens based Ezimetal, Jaycar Electronics, Lear & Smith, Nelson
Bay Electrical, Always Stainless, Corlette Glazing and Hunter-based
companies Solar Online, Advitech and Avoca Engineering.
